When Irene blew through Hampton Roads on Saturday and early Sunday, the National Weather Service labeled the storm a Category 1 hurricane, packing sustained winds in excess of 74 mph.

But data from the weather service show that sustained winds as measured for one minute did not come close to reaching that key 74- mph plateau, and that gusts across much of the region did not get that high either. So why wasn't Irene declared a tropical storm?
