Summary
Home rule is the state's colonial-era system of very small forms of local rule. It made sense in the 18th century but not today. New Jersey has 566 municipalities, 616 school districts and 21 counties. While other colonial-era states like Maryland have reorganized local power into much larger units, New Jersey has clung to its archaic system. New Jersey citizens regularly vote down attempts to consolidate small units of government like Princeton Township and Princeton Borough.
