Fortunately, the November 2010 signing of the International Code of Conduct (ICoC) for Private Security Service Providers may provide a common ground for the role of the private sector that could enhance stability and peacekeeping operations worldwide. Certification for private security companies, an initiative under consideration, would remove a major obstacle to private sector reform - getting outcompeted by less concerned operators.
