Yet another twist in the collection of healthcare debt concerns understanding the client as well as the consumer. Consumers obtaining healthcare through Medicare assistance, consumers who receive healthcare but are part of a particular economic demographic, and collection of hospital healthcare debt prompt yet another host of federal and state laws and regulations. This may include restrictions on pursuing legal remedies in seeking recovery of certain healthcare debt, offering particular consumers additional notices regarding their right to dispute the amount due and to receive charity care assistance, and offering healthcare rates to the uninsured and underinsured similar to those offered to the insured.

The HCS program builds on the foundations established in the Professional Collection Specialist program by enhancing a healthcare collector's knowledge and skills specifically related to types of healthcare accounts, healthcare laws and the progression and cycle of healthcare accounts.
