"But," said the governor, "you did not heed the mandatory evacuation." The governor, reports McPherson, went on to suggest that the problems the mayor was mentioning had to do with people defying the mandatory evacuation.

"That's callous," said McPherson to the governor's face. "It may seem defiant but there are reasons for it." The mayor cited the cost of evacuation, which many could not afford. He pointed out to the governor the width of the forecasters' cone that led many locals to conclude there was no escape from its path. And there were hotel issues too, with rooms already booked all the way from Miami to Orlando.
