"These facilities were built at a time when we didn't have computers, or fax machines or maybe even electric typewriters," says MCFL Director Carol Starr. "So subsequently, we've had to add all that into buildings that weren't designed for it."
"I wanted to begin with a needs assessment of what the community wanted. I didn't want it to just be us looking at our buildings, but instead going to the community and asking, 'What do you want?'
