A President Who Is Not Making a Difference, Even if Innocent of Murder

Guatemalan President Alvaro Colom has recently declared that his country is in a "state of calamity" due to a lack of food resources for hundreds of thousands of Guatemalans. He has been quick to attribute the severity of the situation to the ongoing drought and the exacerbating effects of el Niño.
