Efforts to develop local college teams seemed doomed from the start. A graduate offered to donate money toward rink at Le Moyne College, an offer that NCAA regulations blocked. The rule stated that Division III schools can only field one Division I team and Le Moyne already plays Division I baseball. The prospect of a Syracuse University club team evolving into a varsity with the War Memorial renovation was snuffed by then-athletic director Jake Crouthamel's demand for control of ice time. Hockey's time, Crouthamel said then, would have been when the Dome was constructed, when rink pipes could have been affordably installed beneath the basketball boards. Crouthamel's priority was creating a convincing environment to counter Coach Jim Boeheim's reservations about the men's basketball team leaving the cozy confines of Manley Field House for the cavernous Dome.
