THE REGIONAL garbage agency's decision to sell some facilities will help SPSA reduce its massive debt. The $150 million sale of the Portsmouth power plant and nearby sorting center, to Wheelabrator Technologies Inc. of New Hampshire, is further proof that the Southeastern Public Service Authority is serious about strengthening its balance sheet after years of poor fiscal decisions.
