The transaction volume for signature debit has historically been greater than that of PIN-secured debit. But thanks to an April 2003 settlement between merchants and card associations, financial institutions now have less incentive to promote signature debit over PIN-secured, while merchants have less incentive to promote PIN-secured debit over signature.
