Summary


We're working very hard to get the public to trust us and, when something like this happens, it just knocks us back a few more steps on gaining that trust. We're going to get it where the community trusts that we're doing the best job that we can. I don't think the public believes that, and I don't believe that the jail has reached the point where I can honestly say we're doing the best that we can.

People that have been booked in--they said it took them too long to be released. It took them too long to be able to use the phones. People who were booked in under the old system--and that's something that's changing right nowunder the old system, when you were booked in, they would take your money from you and lock it up in the safe. So if you came in at nights or weekends, the safe couldn't be opened until Monday through Friday, 8 am through 5 pm, so they would get out of jail Friday night and they don't have any money. I've had complaints about people who were checked in and their medications were left at home and they needed their meds and it took the jail longer than they thought was right for them to get their meds. But, on the other hand, you come in and say, "I have diabetes, I'm taking XYZ," we can't just take your word for it. We have to call your doctor. We have to call the pharmacy, get somebody to verify that you do take these meds and what the dosages are.

If I could shut down our jail permanently and send our inmates somewhere else and let them be someone else's problem--that'd be a solution. But there isn't another $6 or $7 million in our county budget to do that, and even if there was, where do we send them? If [Mark] Donatelli [the alleged rape victim's lawyer] has a place where we could send them to, I'd love to hear about it.

SFR: As sheriff, what was your reaction to the recent alleged rape at the jail?

Solano: We've been getting close to a Department of Justice settlement and so it's just another step back. I was very disappointed and it bothers me a lot. I don't want anybody to be hurt in this jail.
