In the wake of Election 2000, Congress enacted the Help America Vote Act of 2002 (HAVA) to help ensure that all eligible voters are able to cast their votes and have those votes counted accurately. The law established important new federal requirements for voting systems and election administration. HAVA was to be democracy's lifejacket, protecting eligible voters and valid votes, and providing stronger security for an election process broken and adrift.
