That proposal, though winning praise from government watchdog groups, was unpopular with council members, many of whom believed it gave the mayor's office too much control over the Council's spending. Members reviewed the planned changes during a meeting on Tuesday. It was unclear if the threshold amount that would prompt mayoral review had been determined.
Council members debated whether it should be $10,000 or $25,000, according to people familiar with the proposed overhaul, who spoke on condition of anonymity because they were not authorized to discuss it and they did not want to upstage Ms. [Christine C.
