Michael Regan took a break recently from cleaning a pallet of old bricks to do a quick inventory of commercial buildings in the heart of downtown Providence. The brick he was sorting through came from the pile of rubble left when two buildings he owned there were taken down recently.

From atop the hill at the intersection of Main and Broadway, Regan glanced around the once-thriving business district and began counting.
