[Barrie Peterson]: It's not the "what" that needs to be reformed. It's how do you break through the logjam in Trenton? Our basic recommendation is that we have a Sept. 11-type commission that is appointed by the governor. With the leaders of both parties of the Legislature agreeing that we need to get out of the box, we need something to move us ahead.

The polling results found that the public is evenly divided over whether there ought to be a uniform code of ethics, and I think that's because of the home rule question.
