The US is placing a high priority on the restoration of telecommunications service because the loss of telecommunications service could virtually immobilize the nation. The US has replaced the Restoration Priority system with the Telecommunications Service Priority (TSP) System for National Security and Emergency Preparedness (NS/EP) Telecommunications in Sep 1990. The services of NS/EP are crucial to the US' ability to maintain a state of emergency preparedness and respond to events that could jeopardize the population, property, or security. TSP consists of emergency and essential services. The TSP coding system consists of identifiers for service provisioning restoration priorities. The Program Office can assign one of seven values for service provisioning: E, 1, 2, 3, 4, 5, or 0. The highest provisioning level is the E level, while 0 stands for no provisioning priority.
