A 2004 lawsuit centering on a company's use of attorney-client privilege to avoid telling the state about the release of potentially cancer-causing agents into Phoenix's groundwater supply is at the heart of legislation a Phoenix representative says will make things fair for the businesses that do their civic duty and report environmental contaminations.

"Really, I see it as leveling the playing field for other businesses out there," Rep. David Lujan, D-15, said of H2108, which would prevent companies from using attorney-client privilege as an excuse for not reporting such contaminations.
