Cincinnati's CIRV program is one of only of three worldwide winners. Recognition was also given to a case management program for police and prosecutors in Rajasthan, India, and the European Union's training program for Iraqi police. Applicants were submitted from more than 150 programs. A panel of law enforcement agencies from around the world made the selections.
Webber Seavy, the award's namesake, was the first president of the IACP. Motorola says he was given the honor in recognition of "his dedication to professionalism and problem solving as fundamentals of quality law enforcement."See the full content of this document
