Some senior managers of major federal organizations adopt outsourcing as an 'instant solution' to the pressure of monolithic problems which include speeding up service delivery and enhancing government business procedures. Connecticut's chief information officer, for instance, has opted to put all the state's information technology functions in the hands of an outsourcing vendor. While governments are encouraged to consider outsourcing, senior managers must avoid passing on all of their troubles to outsourcing providers. They must take the responsibility to make intelligent and independent decisions on their own.
