Naval Doctrine as a component part of the Russian Federation military doctrine.

Currently there are four main documents setting out the fundamental views on Russia's naval activities and the Navy's mission: National Security Concept of the Russian Federation, Military Doctrine of the Russian Federation, Naval Doctrine of the Russian Federation for the Period till 2020, and Foundations of the Russian Federation Policy in he Area of Naval Activities for the Period till 2010.

As a totality, these documents are what determines, at the military-political level, the fundamental views on and attitudes to Russia's naval activities. I would like to emphasize that the case in point is precisely the naval activities of the state as a whole rather than the employment or the organizational development of the Navy.
