"It was a dirty campaign," he said, repeatedly, and each time he said it his eyes adjusted as though they hurt. Rossi has filed two complaints with the ethics commission about Halloran's radio ads, in which, Rossi said, his reputation in business and city dealings was impugned. This was the first campaign for Rossi. Halloran has run four campaigns in his political career in the Keys, one of them successfully.
