Portage County is stuck with an overcrowded jail and a cost- conscious board of supervisors opposed to new construction that a sheriff argues is the only legitimate solution.

"Quite frankly, I think history is against us," said O. Philip Idsvoog, Portage County Board of Supervisors chairman. "We still build jails on a 19th century model in this state. There are 72 counties that do nothing but say 'build new' when they run out of space.
