Another important change affects first class mail. Currently, there is a very small difference between first class presorted flats and letters; so small that in some cases it is less expensive overall to pay the additional postage cost in order to avoid the cost of folding a mail piece from flat to letter size. For example, consider a 12-page, 8.5x11'' newsletter mailing at first class presort rates.
