If names are any indication, innovation has risen to the top of European Union policy agenda. Policy makers in Brussels now agree that innovation is essential not only to promote economic growth but also to lead the region to a sustainable future. But EU innovation policy has frequently been criticized for being too fragmented and dispersed. Talk of an Innovation Act comes as the EU mulls its next step after the Lisbon Agenda, which sought ways to overcome Europe's low productivity and stagnating growth. One of the measures was to boost research and development spending.
