Northeastern Indiana residents whose homes were swamped by a July 2003 flood say they are frustrated by the slow pace of a government program that is supposed to purchase their waterlogged homes and turn the property into a park.
Don Croy is so fed up that he recently strung a big sign denouncing the Federal Emergency Management Agency on a house he owns in Vera Cruz, located about 25 miles south of Fort Wayne. The sign reads, "FEMA. 3 Years Nothing."See the full content of this document
