Local governments and schools could rely more on local income taxes and less on property taxes to pay their way under a plan a key state senator plans to present this week.

The proposal drafted by Republican Sen. Luke Kenley of Noblesvillle is designed to reduce Indiana's reliance on property taxes and ease the state's budget woes by virtually freezing the amount the state pays for local property tax relief.
