Illinois Insurance Director to Step Down

The state insurance director said Friday he was resigning, citing frustration with the state's budget problems and the hassles of splitting time between Chicago and Springfield.

J. Anthony Clark said a continuing budget deficit had made it difficult to expand insurance programs, especially the state's Comprehensive Health Insurance Program for people who cannot obtain private insurance.
