Some civil rights groups, legislators and officials have said they are concerned that inconsistent and improper implementation of this requirement could disenfranchise voters by having them incorrectly turned away at the polls for not having ID or what a poll worker tells them is the right form of ID (and not offering them provisional ballots). Many black Democratic lawmakers stated the new ID proposal for state and local elections harkened back to the days of poll taxes and life before the Voting Rights Act of 1965, when black voters were disenfranchised throughout the South.
