Rep. John Hostettler and likely general election challenger Jon Jennings both have savvy political campaigns. There are Web sites, electronic newsletters, media experts, political advisers and bucketloads of money to spend convincing voters in 18 counties that one and not the other is the best man to represent them in Congress.
