"Julio," went Jones' missive, "It is obvious that Monroe County has no practical evacuation plan for the common city residents. Not only did you have to make extra-special accommodations for homeless street people, but hundreds of persons who did not have transportation or other means to leave town were stranded here with no emergency shelters for a Category 3 or better hurricane. The present shelters for a Cat. 1 or 2 are also inadequate from a facility and management viewpoint."

Jones pointed out to Solares Hill this week that there was "a very serious Category 5 breathing down my neck" while he had "the homeless on my hands plus the permanent residents that we have encouraged over the years to use bicycles and buses. How about them?"

Shelby Rodriguez is a military brat who has lived in the Keys since she was 20 and has been homeless for quite awhile. "Thank God the safe zone is here," she said. "Thank God for Greyhound. Thank God for the place we stayed in Miami."
