Retired Army veteran Robert L. Miller Sr. was stationed in South Korea toward the end of the Korean War when he injured his back, legs and feet.

The Department of Veterans Affairs has the 76-year-old Evansville resident listed as partially disabled, making Miller eligible for only 10 percent of the full disability benefit -- roughly $110 a month.
