With the stroke of her pen, Gov. Janet Napolitano simultaneously gave Arizona the toughest illegal immigration policy in the country and set the stage for changes to be made to the new law before it even goes into effect.
Along with her signature, Napolitano also outlined a number of flaws she sees in the bill and wrote in a letter to Senate President Tim Bee and House Speaker Jim Weiers that she was "willing to call the Legislature into special session this fall-to fix this bill" before its provisions become effective in January.See the full content of this document
