The city of Syracuse owns the building and asked Adapt CNY to consider the project because private developers have been hesitant to undergo construction projects there, said president Jim Thoman. "The city approached us, and asked if we were interested," he said. "We said sure, because since it was in the city's hands it didn't have an astronomical purchase price on it."

The group's motivation for enacting change in the Syracuse area is rooted in concern over the city's historic buildings. "We've met with a lot of developers and listened to what they'd tried to do in the past, and confined our questions to the Franklin Square and Armory Square section of the city," Thoman said. "We came to the conclusion: 'Well, none of us here are private developers; we have day jobs.' So we set up a not-for-profit organization dedicated to redeveloping historically significant or unique properties in the downtown area."
