Globalization and its impact on countries' military-political activity.
The history of human society can be seen as a reflection of a progressing struggle, its ultimate objective being the preservation of society's developmental model--that is to say, the customs and rules of existence that are most comfortable to the subject, i.e., humans. As civilization develops, the principal policy issue--the issue of ruling authority that establishes these rules and customs--is increasingly linked with the use of elements of the military might and the functioning of military organizations. In the 20th-early 21st century, military policy becomes an essential element of political activity in any country as the importance of this element continues to grow. This is borne out by the two world wars, dozens of large-scale armed conflicts, and hundreds of minor armed clashes that have been occurring against the backdrop of the deepening militarization not only of individual countries but also of human society as a whole.
Military policy is a component part of the overall policies of classes, countries, parties, and other sociopolitical institutions, directly linked with establishment of a military organization, training for and employment of means of armed violence for achieving political aims. (1) Its structure is comprised of an aggregate of underlying, fundamental ideas and principles of long-term impact; current decisions and plans translating these ideas and principles into reality; and practical actions aimed to implement particular decisions. The complex of measures to realize military policy as a whole constitutes military-political activity while the process of its implementation consists in making a target specific military impact on certain elements of the internal political and world order as a means of achieving the needed international status by countries and their alliances and/or of preventing another side from attaining its aims.
