After 25 and-a-half years with El Paso County government, Frank O. Barber is moving on.
On Jan. 31, Barber put in his last day as the manager of the economic development district of the financial services department. That title was a long time coming. I was involved with a whole lot of things through the years, like special districts, landfills, bike routes, mapping of county's resources and long range comprehensive plans, he said.
