The International Franchising Association in Washington, D.C., is lobbying for reforms to help those eager to work obtain legal status in this country. "So many franchise businesses are in the service sector and that is where a lot of growth in the low-skilljobs arena has been," says David French, vice president of government relations for the association.

There are some 12 million undocumented immigrants in the country, many of whom fill service-level positions in franchises and other businesses, according to the International Franchising Association. The Comprehensive Immigration Reform Act of 2007, aimed at creating a method to provide legal status for the undocumented immigrants in the country, never got past procedural votes last June.
