Summary
Marin is a fascinating place in an entirely different way [than San Francisco]. It's the only place I've ever seen that doesn't bother with zoning. It controls growth through the use of water. We're willing to stand in a shower with a bucket between our legs rather than sit down and think about a reasonable way of zoning development. It's a very interesting way of doing things. I don't think it's very efficient, but that's the way it's done here.
