The Evolving Landscape of Maritime Cybersecurity

Introduction

In an open industrialized society, almost all the critical components of a country's infrastructure - all modes of transportation, vital human services, the food and water supply, energy production and distribution, banking, insurance and other essential industries - are driven by computers and communication systems. Dependence on computer-based information systems puts these critical components at risk. They become vulnerable not only to disruption in service but open to purposeful attacks that may create havoc.

Affecting 50 million people in the northeastern U.S. and Canada, the power blackout of August 14, 2003 resulted from one company's noncompliance with reliability rules when its computer system failed. It was also observed that multiple computers and software systems had failed about the same time during the main spread of the Blaster worm. While the government report did not attribute the blackout specifically to a cyber attack, no substantiating detail was released to refute it [12].

In February 2004, the U.S. Department of Transportation rushed to take quick action against Netsky.B, a new virus that spread within e-mail. This was followed by the Sasser computer worm in April and its variants in May. Among its victims were banks and other corporate networks. European ...
