Other findings in the report: * Layoffs in December, 2008 were up 58 percent from a year earlier; * The percentage of workers leaving their jobs voluntarily dropped by 40 percent in December from a year ago, an indication that people are reluctant to leave their jobs in an uncertain economy, according to the report. * Job openings in the retail sector fell from 386,000 in November to 305,000 in December; * Job openings in the education and health services fields dropped to 553,000 in December from 604,000 in November; * New hires in 2008 totaled 900,000, down 19 percent from the previous year. "[...] we put them through a 20-minute assessment, that will determine if they are fit for the position; if not, they are entitled to come back in six months and re-apply to be reassessed," Castro said.
