"Drug pushing is like any other business. It's a function of supply and demand," [Paul Coleman] said. "When the supply is high the demand will get higher because the price will tend to drop and the drug will be very easy to get. Because of the oversupply of heroin, it is relatively cheap [to get], and when I say relatively cheap I'm saying it's cheaper than it was five to 10 years ago. So that means the person who is addicted to the drug is going to have to spend less time and effort getting the money that he or she needs to get subsequent doses."

"After 9 or 10 p.m. it's [heroin] hard to get," said a 38-year-old, White, male heroin user in the report. "Crack you can get 24-seven. Everyone knows you're going to have to do your business before 9 or 10 o'clock, or you're going to have to wait until tomorrow. And if you're sick, that's a scary feeling."

"One of the trends that we've noticed are users who doesn't necessarily start out injecting heroin," [Sandy Starr] said. "Often users will start out abusing other pharmaceutical opiates, OxyContin being one, Vicodin, Percocet and so forth, then migrate to heroin. Eventually that migration involves snorting or inhaling the drug, but that seems to rapidly move towards injection."
