The U.S. Court of Appeals for the 7th Circuit on Tuesday upheld a ruling that the Evansville Police Department did not violate a former employee's constitutional rights.
Sgt. Brenda Mills was reprimanded and reassigned in 2002 after she questioned the removal of a crime prevention officer from a neighborhood policing program. She sued the city the next year, claiming her right to free speech had been violated.See the full content of this document
