In October, Gov Edward C. Rendell signed into law a $27.8 billion state spending package that brought to a close 101 days of budget negotiations and reluctant compromise. Act 10A of 2009 outlines expenditures for health care, education, public safety, and other programs. With the support of PICPA, the legislation also includes a much-needed $18 million line item dedicated to the slate Department of Revenue's technology modernization efforts. Other components of the budget include changes to the Tax Reform Code and Fiscal Code, which are contained in two separate pieces of legislation. The changes to the Fiscal Code are contained in Act 50 of 2009.
