A federal judge is on the verge of dismissing a $14 million lawsuit that alleges a racially motivated conspiracy was hatched in the "bowels of the local courthouse" to discredit the embattled head of a low-income housing agency now under scrutiny.

The lawsuit, brought against against city officials, two local banks and a former mayor, is expected to be dismissed today because the plaintiff, Washington Court Redevelopment Corp. executive director Wayne Crowe, never filed the paperwork to notify defendants that they were being sued.
