In states that do not include in their hate crimes laws the categories of sexual orientation, gender, gender identity and disability, federal law enforcement officials will be able to be involved. At the top of our list: serial murder, serial rape, serial battering, commission of a murder in the course of battering, death threats in the course of raping or battering, gang rape, aggravated assault and malicious harassment accompanied by expressions of hatred of women, and attacks against pregnant women.
