Everybody knows water in the desert is in limited supply. Arizona is trying to do the best it can with what it has, and right now the state's doing well enough to put a little aside.
A portion of the desert's most vital resource is allotted yearly to Arizona from the Colorado River, guaranteed by the Colorado River Compact of 1922. "Based on our demand projections, we show the excess pool going away in about 2032," says Perri Benemelis, section manager for Colorado River Management at the Arizona Department of Water Resources (ADWR). She uses the agency projections to plan for increases in water demand over the next century.
