Summary


Stewardship means addressing others' needs, not their wants. The current poster child for this is the stimulus. What concerns the author is the potential effect this might have in the near term and the long term. The other aspect of stewardship is financial. Government has no money or assets of its own. It is a steward of the money and resources it collects from citizens and taxpayers. This is where accountability comes in. Transparency should be at the core of accountability. The key aspect of this is likely the relationship between the federal government and state and local governments. As federal agencies develop guidance on criteria and reporting for the stimulus programs, it is essential that they engage state and local governments now before the concrete sets on rules and policies.
