With consumers cutting back on gas consumption and car purchases, Mississippi has seen a big drop in state tax revenues, which help fund public construction projects such as schools, government buildings and infrastructure. Public construction projects are getting cheaper as builders compete for contracts just to stay afloat, a silver lining for cash-strapped governments but a worry to some contractors who risk low-balling themselves out of business.
