Defense industry complex: current state and development prospects*.

The procedure to elaborate a state weapons program (SWP) includes three key phases: making sure how much money the state can afford toward funding the military, formulating a rational plan of developing its weapons system, and estimating the defense industry's resources in terms of whether it can cope with the program. These phases are closely interrelated and the drawing up of the SWP is an iterative procedure as a rule. Today's condition and resources of the defense industry are such that their estimation emerges as the most important phase.
