Summary
The resolution was based on a 2005 document called the Declaration of Los Angeles, which was crafted by ADL's Pacific Southwest Region in coalition with 17 other civil rights and religious organizations in the Los Angeles region. ADL staff members and lay leaders from ADL's San Francisco, Orange County/Long Beach, San Diego and Pacific Southwest Regional Offices then lobbied to build statewide support. After AJR 16 was passed, it was sent to each Senator and Representative from California in Congress, the Speaker of the U.S.
