A proposed change to a rule of the Indiana Alcohol and Tobacco Commission could rob Evansville of a useful Downtown development tool, some local officials say.

The commission is proposing to change its Municipal Riverfront Development District Rule, or Rule 47, which allows establishments in city riverfront districts to obtain liquor licenses at state prices, rather than at open market rates.
